Should SVG discontinue with audits of public accounts?

The ULP Regime, under the grossly incompetent leadership of PM Gonsalves failed the 1979 Saint Vincent and the Grenadines Constitutional Audit of Public Accounts deeply and outrageously in 2008, 2009 and 2010.

Failing Constitutional Audit of Public Accounts for three consecutive years is mind-boggling and shows the ULP Regime is hopeless and useless at managing the Public Accounts.

The Mission for Auditing of Public Accounts is to promote Accountability, Transparency and improvement of all Government Departments and entities and to ascertain that all funds appropriated by Parliament are applied to the purposes intended.

If you live in Singapore and the government failed audit of Public Accounts it would be seen as a major crisis, but in Saint Vincent and the Grenadines failing Audit of Public Accounts is like nothing happened. No one resigns and the bad management of public accounts is allowed to continue.

This is not good enough; government needs to address their weaknesses. Failing audit shows that the budget is mismanaged and the system and procedures are open to large-scale abuse and fraud.

The ULP regime is a global joke. Rather than spend money approved by SVG Parliament, the ULP recklessly overspend money, then go to SVG Parliament for approval retrospectively. For example, in 2007, the highly incompetent ULP Regime overspent by EC$63 million without the prior approval of Parliament. That shows how sloppy the ULP Regime is on public Accounts.

After 18 years in office in SVG, the hopeless and useless ULP Regime has not being able to create a FISCAL SURPLUS in one year. This is quite remarkable incompetence for any government.

Vincentian-born Retired British Royal Air Force Engineer Warrant Officer Ivan Bertie O’Neal BSc (hons), MSc, MBA, very strongly contends that the highly incompetent ULP Regime could never create prosperity for the Black Poor and Powerless indigenous population in Saint Vincent and the Grenadines.

Poor households are struggling to survive, to a point where we see that more and more people are passing away at younger ages through destitution, because of this highly unqualified and hopeless and useless ULP Regime.

The ULP regime is always digging a hole to fill a hole, borrowing large sums of money to pay public debt whilst giving away billions of dollars more to outsiders; giving away more than the ULP regime puts in to the SVG Treasury to create jobs and cash cows that could stimulate economic growth for our people.

We must continue with the Constitutional Audit of our country scarce resources to prevent a sudden collapse of the SVG Economy.

It crucially important that we take full control of our fish licence and natural resources, introducing a fair tax system, cut of all tax on pipe water and cut on all fuel surcharge on electricity, but more crucially, build free high quality education from Pre-School to our own Science and Technology University, to drive a knowledge-based economy for prosperity for all who live in Saint Vincent and the Grenadines.
