On Friday 26 April 2019, PM Gonsalves made a public statement to The Vincentian newspaper in the presence of former Prime Minister Sir James Mitchell that the Mustique agreement is a unique one.
Retired British Royal Air Force Engineer Warrant Officer Ivan Bertie O’Neal BSc (hons), MSc, MBA very strongly contends that there is absolutely no net benefit to the Black Poor and Powerless indigenous people of SVG nor to the SVG Treasury from the Mustique Act NO 48 OF 2002.
Warrant Officer Ivan Bertie O’Neal BSc (hons), MSc, MBA believes that the Mustique Agreement is unconstitutional, as it discriminates against Vincentians.
On 24 July 2019, Warrant Officer Ivan Bertie O’Neal went to The Eastern Caribbean Supreme Court, In the High Court of Justice, Saint Vincent and The Grenadines, for judicial review of the Mustique Act No. 48 of 2002. The matter will have to go back to the High Court of Saint Vincent and The Grenadines.
There is no financial or economic developmental reason for the nasty Mustique Act No 48 of 2002 to be in existence. Vincentians and the SVG Treasury are quite clearly paying the Super-rich, white Migrants of Mustique and Canouan for their luxury and high-quality lifestyle.
We are subsidising them, whilst they receive tax and customs duty exemptions of hundreds of millions of dollars annually. The situation is obscene and disrespectful to the people of SVG.
The Mustique Agreement is unconstitutional and in breach of Section 13 of the Supreme Law of Saint Vincent and The Grenadines, Section 13, which states ‘No Law shall make any provision that is discriminatory either of itself or in its effect’.
As the Mustique White Migrants get richer, the laws and rules for indigenous Vincentians get harsher. There seems to be a vindictive agenda in the Mustique Act No 48 of 2002 against Vincentians in order to maximise the financial gain for the Super-rich, white Migrants of Mustique and Canouan.
This Mustique Act No. 48 of 2002 is racist. The Mustique Act No. 48 of 2002 is ungodly too. It grants the Super-rich, White Migrants of Mustique special rights and privileges, over and above the rights granted to ordinary Vincentians.
Both the NDP and the ULP regimes have sold-out Vincentians to the Super-rich, White Migrants of Mustique and Canouan. They have provided decades of tax exemptions to the Super-rich, White Migrants of Mustique and Canouan, whilst heartlessly denying generations of poorer Vincentians access to high-quality university education.
There is absolutely no financial or economic justification for the NASTY Mustique Act NO 48 of 2002. The NASTY Mustique Act No 48 of 2002 is a very serious and substantial threat to the long-term ownership of SVG by the future generation of Vincentians, our children and grandchildren.
The NASTY Mustique Act NO 48 of 2002 must be abolished immediately.
A Green government would make the changes the people are calling for. We would end the tax exemptions given to the Super-rich, White Migrants of Mustique and Canouan, and tell them that they must pay tax and customs duties - as Vincentians do - or else pack their bags and go back to where they come from.
