Dear Senior Officials,

Re: ULP Regime Policy Makers granting Billions of Dollars in Tax and Customs Exemptions annually to Taiwan and Superrich White Migrants Millionaires and Billionaires of Mustique and Canouan, whilst running the SVG Treasury and converting Saint Vincent and the Grenadines into a SLUM, with very poor quality education for the children of The Black Poor and Powerless indigenous Population.

The 2019 Caribbean Examination Council Secondary Education Certificate Examination (CSEC Exams), as published in The Vincentian on Friday August 16, 2019, showed that eleven institutions in Saint Vincent, recorded very low pass rates between 60 and 80 percent.

The results have revealed an extremely strong positive correlations between areas of deep poverty and very low pass rates in 2019 (CSEC Exams). Whereas in Bequia, with very high standard of living, The Bequia Seventh Day Adventists School has achieved a high pass rate of 88.57 percent.

The ULP REGIME built a new jail on prime agricultural land in North Leeward in Saint Vincent and not a Science and Technology University. The ULP REGIME does not provide Free, High-quality Education from Pre-School to University for the children of the Black Poor and Powerless Indigenous Population.

It is conservatively estimated that Taiwan owes SVG Treasury EC$54 billion dollars in Fish Tax Avoidance for the period 2001 to 2018. According to the Leader of SVG Green Party sending a small number of students to study in Taiwan annually is not cost effective and does not achieve a multiplier effect on education in SVG and that having our own Science and Technology university will achieve ECONOMY OF SCALE and a multiplier effect in education in SVG.

The Superrich White Migrants Millionaires and Billionaires of Canouan and Mustique, under the Mustique Act NO 48 OF 2002, are choking the SVG Treasury dry with hundreds of millions of dollars annually in tax and customs duty exemptions.

Is this not Gross Abuse of Human Rights?

Warrant Officer Ivan Bertie O’Neal very strongly contends that all SVG children’s education must be given top priority.

We seek appropriate urgent action to help the children of the Black Poor and Powerless Indigenous Population of Saint and the Grenadines obtain Free High quality education from Pre-School to University.

Yours faithfully

Warrant Officer Ivan Bertie O’Neal BSc (hons), MSc, MBA
